HUD Recognizes WCHA’s Groundbreaking Programs to Positively Reshape Affordable Housing

Rockford, IL (January 23, 2025) –Winnebago County Housing Authority (WCHA) announced today it has been named the nation’s first Regional Moving To Work (MTW) Housing Authority by the U.S. Department of Housing and Urban Development (HUD).

This historic designation recognizes WCHA for its groundbreaking efforts to implement cost-effective, innovative programs that have reshaped affordable housing and increased regional housing choices. By providing tailored services in employment, skill-building, and financial independence, the MTW program expands housing choices for low-income families, helping them improve their quality of life and achieve long-term stability.

HUD’s designation encourages WCHA to expand these MTW programs through a regional initiative to include area cities and counties, which unifies assistance administration and provides greater efficiencies for families across the region. The Boone County Housing Authority, which has partnered with WCHA since 2006, will be the first housing authority to incorporate the MTW program through the WCHA Regional MTW Housing Authority designation.

WCHA was first designated as a local MTW agency in 2022, becoming one of only 139 MTW agencies in the nation. The new Regional designation opens up more doors allowing the housing authority to create more innovative and flexible programs that better serve families and communities.
